我国水稻产业供给侧结构性改革的思考   总被引:2,自引:0,他引:2  
[目的]文章在供给侧改革视角下对水稻供需的结构性矛盾等方面进行梳理,分析基于供给侧改革战略的关键环节、实施路径和未来发展趋势,以期为制定我国水稻供给侧改革战略提供参考。[方法]采用文献分析法和调查研究法,从我国水稻生产供求结构、价格"天花板"和成本"地板"双重挤压、水稻生产的资源环境、市场调节等方面分析了我国水稻产业供给侧的现状和存在的问题;通过日本、泰国、中国五常大米政策特点和经验教训的启示,提出了我国水稻产业供给侧结构性改革的策略。[结果]在分析我国水稻产业供给侧现状的基础上,总结得出水稻产业供给侧改革措施:优化水稻产业空间和功能布局,以项目带动水稻产业结构调整,提高和优化稻米品种品质结构、审定标准向抗性优质专用水稻品种倾斜,因地制宜调减水稻生产面积,调整国家收储稻米标准,延长水稻全产业链等。[结论]加速我国水稻产业供给侧改革,能促进稻米产业结构快速升级,有效破解稻米产业的结构性矛盾,增强我国稻米产业可持续发展能力和国际竞争力。  相似文献

价格发现与套期保值是期货市场的基本功能,能够反映期货市场的运行效率。通过对比中美贸易摩擦前后期货市场的价格发现和套期保值功能,分析中美玉米期货市场效率间的差距,探究我国玉米期货市场运行效率低的原因。利用格兰杰(Granger)因果分析、协整检验、分位信息份额模型、套期保值比率及绩效分析方法,定量对中美两国2013—2019年玉米期货及现货的数据进行分析,结果表明,中国玉米期货市场存在较强的价格发现功能,但套期保值绩效不佳。使用前沿分位信息份额模型和滚动格兰杰因果法分析中美两国期现货市场动态关系的区别,发现中国仅存期货市场对现货市场的单向引导,而美国在中美贸易摩擦前表现为玉米期现货市场具有相近的引导能力,套期保值效率较高,中美贸易摩擦增强了其现货市场对期货市场的引导能力,降低了期货市场运行效率。从期现货市场双向引导关系视角来看,中国玉米期货市场效率低的原因主要是现货市场的信息不完全、发展不完善,期现货市场缺少长期稳定的双向引导关系抑制了期货市场功能发挥。中国应全面加强期货市场建设,提升期货市场定价效率,推动农产品期货市场快速健康发展。  相似文献

In 2011, Colombia started a legal land restitution process whereby government institutions help internally displaced people (IDPs) reclaim land dispossessed after 1991 through the violent conflict involving the communist guerilla, paramilitaries and the army. The designated land courts normally covers voluntary sales at the going market price at the time of dispossession, presuming buyers took advantage of the IDPs’ need for money and their low expectations of returning from their current sites of refuge. We study the rise and fall of a commercial cassava operation that started to buy land from IDPs openly in the Montes de María region on Colombia’s Caribbean coast after peace returned in 2007. After losing several land restitution court cases, the company shifted from dairy cattle that required high investments to the less demanding, but also less productive, buffalo to minimize losses in case of future successful restitution claims. The land restitution law will probably be extended beyond the initial 2021 limit due to slow progress, thereby perpetuating the insecure property rights situation that hinders investments in agriculture.  相似文献

The capitalization of land development rights is acknowledged as the key to improving compensations for rural landholders and ameliorating land-related social conflicts in peri-urban China. Investigations into reasonable as well as feasible compensation standards and the capitalization mechanism are yet to be done. This study uses a survey-based choice experiment to empirically estimate the value of land development rights in peri-urban Shanghai for three forms of rural land conversion – acquisition, consolidation and (informal) sale. The results show that heterogeneity across individuals’ preferences translates into different utilities from land development, which affects individual’s willingness to participate in this process. This effect is found to be the strongest for land sales on the informal market. If, however, land conversion is managed by local governments and rural collectives, the expected utilities of individuals have no significant effect on the amount of land development. The results suggest that capitalizing land development rights under consideration of land attributes and individuals’ preferences would lift compensation standard to a level that strikes a balance among competing land-related interests. In addition, it would promote China’s land development by bypassing the institutional constraints imposed by the current land tenure system.  相似文献

The study ascertained the impact of the Fast Track Land Reform Programme (FTLRP) in Zimbabwe on tobacco production. The Chow Test, Vector Error Correction Model (VECM) and the Vector Error Granger-Causality Test were applied. The results reveal that there was a structural break in tobacco sales in the year 2000. Furthermore, in the long-run, area under tobacco production had a positive impact whilst number of tobacco producers had a negative impact on tobacco sold pre-FTLRP. Post-FTLRP, area of tobacco and number of tobacco producers had negative impact. In addition, the FTLRP induced an 8.94 % increase in the speed of adjustment in correcting the long-run equilibrium in tobacco sales. In the short-run, the FTLRP caused a percentage increase in the area of tobacco production and number of tobacco producers to induce a 0.65 % and 0.76 % increase in the tobacco sales, respectively. Area of tobacco production and number of tobacco producers Granger-caused tobacco sales in the pre-FTLRP period. Post-FTLRP, the number of tobacco growers Granger-caused tobacco sales. It is concluded that the FTLRP had an impact on tobacco sales, mainly through the number of tobacco growers. This paper aims to estimate the effect of the security of farmland property rights on land-attached and long-term investment. Based on the data from a nationally representative sample with 5887 plots of 1175 households among 5 provinces in rural China, we adopt Probit, Ordinary Least Squares / Tobit, and the household fixed effect methods to yield the consistent results. The results show that the security of farmland property rights have significant and positive effects on the possibility and amount of the overall farmland investment. However, it has different effects on the different types of investments. The share of farmland retained significantly affects the investments in soil quality improvement and changing use of the plots but does not affect the investment in water conservancy facilities. The types of farmland property rights affect investments in water conservancy facilities and changing use of plots, but do not affect investment in soil quality improvement. The findings imply that the Chinese government should be the principal investor in water conservancy facilities and enlarge the operational scale of farmland by facilitating farmland transfer to increase private investment.  相似文献

The conventional argument that the introduction of transfer of development rights (TDR) shifts the power of land use regulation from the state to the market is increasingly under challenge. In China, the state's grip on land is reinforced through TDR, in which the state is both regulator and player. This state-dominated form of TDR affects China in three ways. First, competing aspirations of different scales of government complicate how TDR is implemented. Although the central state promotes TDR to maintain a national balance of arable land, some local states instrumentalize it to expand their landed basis of accumulation. Secondly, TDR tends to benefit the state but not its people. It may increase the fiscal income of the sending government and lessen the land shortage of the receiving government, but sometimes at the expense of the interests of land users without land ownership. Thirdly, given the state's deep involvement in TDR programs, the key for China's TDR to protect arable land lies not so much in clear property rights or a fully fledged market as in effective checks and balances regarding the state's powers over TDR. These three observations attest to the embeddedness of TDR in the local political economy.  相似文献

This article examines the processes of urban commoning and its co-produced features of urbanity, making the claim that, through these processes, informality becomes translated into institutionalized city planning. Commoning is analysed through a comparative study that utilizes contingent features of urbanity and three modalities accommodating the informality–formality meshwork during urban change. The article contributes to research on urban transformations by integrating commons, informality dynamics and the constitution of state institutions. This focus is elaborated with reference to collective gardening practices in the context of two of the less studied European cities, Narva in Estonia and Tampere in Finland. The results of the study indicate that urban commoning takes place through delegating a public mandate and enacting uncertainty, two processes that informalize city government practices. Particular differences appeared in regard to the institutional porosity that enables unregulated spaces of collective gardening to be mobilized as part of urban politics. We argue that networked movements appear as an essential part of the urban logic of action producing meaningful connections in an informal–formal meshwork and bringing together multiple sites in the commoning process.  相似文献
